Any of the following persons shall not be eligible to be nominated or elected to the office of member of the Council:
(a) Who is not a citizen of Nepal;
(b) Whose name has been removed from the register;
(c) Who has become insolvent;
(d) Who has been convicted by a court of a criminal offense involving moral turpitude and served punishment; and
(e) Who is of unsound mind.
